Every Illinoisan deserves the chance to live, work, and thrive with dignity—no exceptions.

Joshua T. Atkinson believes that our society is measured not by how we treat the powerful, but how we protect and uplift the vulnerable. As a Navy veteran, business leader, and advocate for fairness, he knows that people with disabilities are too often left behind—not because of their ability, but because of political inaction and outdated systems.

The Problem: Barriers That Shouldn’t Exist in 2025

  • Sidewalks and public buildings across District 45 still fail basic ADA compliance

  • Public transit and rural mobility options are scarce or inaccessible

  • Workforce participation remains low due to employer bias and lack of training support

  • Group homes, care facilities, and support services are underfunded, understaffed, and sometimes sold off without oversight

  • Educational accommodations are inconsistent, especially in under-resourced rural districts

Illinois can and must do better. Accessibility is not a luxury. It’s a right.

Atkinson’s Plan: Empowerment, Not Paternalism

1. Infrastructure That Works for Everyone

Push for full ADA compliance in all state-funded projects. That means sidewalks that are safe, crosswalks that speak, and public spaces everyone can navigate.

2. Expand Accessible Transportation

Work with rural counties to expand paratransit, senior ride programs, and grant access to modern, accessible transit options.

3. Inclusive Workforce Development

Provide incentives and training to employers who hire workers with disabilities. Advocate for job coaching, workplace accommodations, and programs that prepare individuals for meaningful work—not just token roles.

4. Protect and Expand Community Support Services

Stop the sell-off of county-run care facilities and fight to fully fund programs that support independent living, in-home care, and specialized medical services.

5. Ensure Educational Equity

Hold school districts accountable for providing fair accommodations and equal access to learning, no matter the zip code.
